Responding to Earth system risk in the global multilateral system (2023)

Current global institutions grapple with the triple planetary crisis — climate change, biodiversity loss, and pollution. In this concept note the renowned scientist David Obura identifies the need to optimise and reform existing global capabilities, and integrate new ones, for a responsive system. This ‘connective tissue’ acts as a safety net, diagnosing risks and preparing for emerging crises. Specialised task forces on critical risks like polar ice sheet loss and coral reef loss are pivotal. The system integrates scientific assessments, UN institutions, response bodies, and country-level action. Obura incorporates and aligns his proposal with recommendations from the UN High-Level Advisory Board, enhancing our ability to tackle complex Earth system challenges, leaving no country or individual behind.
