Nuclear warfare – governance (extract Global Catastrophic Risk report 2022)

States manage the risks of nuclear weapons through measures that have prevented their proliferation but have not significantly reduced the risk of catastrophic use. Evolving doctrines, as well as the development of new, more lethal nuclear weapons suggest that a new arms race is underway.
