In the follow-on study to the 2020 Doha Forum Report “Building Back Together & Greener: Twenty Initiatives for a Just, Healthy & Sustainable Global Recovery”, four critical dimensions for a durable, green, and broad-based recovery from the pandemic are elaborated upon: i) Making the Recovery Green and Sustainable; ii) Making the Recovery Fair and Inclusive; iii) Making the Recovery Health and Well-Being Focused; and iv) Making the Recovery Digital Everywhere. To facilitate consideration of the report’s findings and policy recommendations of this report — as well as from the new interim Climate Governance Commission report “Governing our Climate Future” — the Doha Forum, Stimson Center, Climate Governance Commission, and Global Governance Innovation Network will explore in this workshop questions such as:
- What are the chief dimensions of a Broad-based and Green Recovery Agenda that also can serve to advance the Paris Climate Agreement’s Goals, including efforts to continuously ratchet-up the ambition of the agreement’s associated Nationally Determined Contributions?
- How effective is the international community, including through such global bodies as the UN, G20, WTO, World Bank, and IMF, in pulling together in a decisive and coherent fashion to mitigate against the twin COVID-19 and climate crises’ most acute effects over the short, medium, and long-term?
- What institutional, legal, and normative changes are required to improve climate governance to avoid exceeding the target of 1.5°C temperature rise beyond pre-industrial levels (which implies that the international community must emit 45 percent less carbon dioxide than 2010 levels by 2030—and then achieve net-zero emissions by 2050)?
